The City Council of Estepona has opened the period for submitting proposals for interested companies to opt for the new service of Personal Mobility Vehicles (VMP) such as electric scooters and pedal-assist bicycles, which will be implemented in the city in the coming weeks, for which they have until July 14, as announced on Monday by the Councilor for Commerce, Cristina Cintrano.
The municipal manager explained that the municipality will offer users for the first time a economical and respectful transport model with the environment, with different offers of weekly or monthly plans that will allow the use of electric scooters and pedal bicycles assisted that will be distributed in the 32 zones enabled for parking.
In this way, the Town Hall regulates citizen mobility in these means of transportwhile complying with the goals of the 2030 Agenda for sustainable development adopted by the UN, to favor people and the planet. Specifically, objective number 12 is committed to guaranteeing sustainable consumption and production patterns.
Estepona thus complies with the commitment to adopt measures to facilitate travel, associating them with healthy lifestyle habits that, in the Climate Change and Energy Transition Law, involves local entities with more than 50,000 inhabitants.
Cintrano has pointed out that this new transportation systemwhich works successfully in numerous European and Spanish capitals, It will facilitate the displacements throughout the urban area, since the VMP can be picked up or parked in 32 areas of the town.
Regarding the operation of this new system, which will be provided by two companies, the councilor attached to the Commerce area has indicated that the VPM may only park in authorized and marked spacesyes, of what Otherwise, the charging to the client will not be interrupted and may be subject to a sanction by the local police.
On the other hand, the two companies must have a service that allows automatic and telematic deactivation of each VMP when it is detected that they are circulating in environments restricted to road traffic.
In addition, companies will inform all their customers through their IT operation of circulation obligations and prohibitions parking established in the regulations in force at all times. At present, the General Traffic Regulations set the maximum speed at 10 kilometers per hour in residential areas and at 25 kilometers per hour on urban roads and crossings, and drivers must, in any case, give priority to pedestrians. The successful bidders will also have a system that allows real-time access to all the VMPs under management.
As for the award criteriathe Consistory will take into account the best quality/price service offered to users, as well as the number of electric bikes that they be made available or the commitment to keep a physical location open to serve the public interested in using this new means of transport.
Interested companies may present their offers until next july 14. The authorization period for companies runs from July 20, 2022 to July 19, 2023 and all the information can be consulted on the Notice Board at www.estepona.es.
